Most federal IT leaders fully delegate the engineering. Most engineers avoid the budget meetings. For years at the U.S. Department of the Treasury, I engaged in both—managing a cross-functional team of cloud engineers, full-stack developers, data architects, and file processing pipeline analysts while remaining a hands-on technical contributor to systems design and architectures.

That dual role produced something uncommon: a leader who understands not just what it takes to build, deploy, and maintain systems, but how—and why they cost what they do. Program accountability, staff development, vendor management, and technical execution weren’t separate tracks. They were the same job.

Challenge

Six flagship Treasury systems running on on-premises infrastructure required full cloud migration—each with unique compliance requirements, data sensitivities, and operational dependencies.

Solution

Led and directly supported multi-year program migrations of 6 flagship federal systems from on-prem to AWS, implementing microservices architecture, EC2 auto-scaling, RDS Multi-AZ, and S3 data lakes. Established CDK-based IaC pipelines for repeatable, auditable deployments. Final system migration accomplished June 2025.

Challenge

Federal debt management required a scalable citizen-facing AI solution capable of delivering personalized debt resolution guidance across voice, chat, and call center channels—while serving as a replicable reference implementation for affiliate partners to deliver.

Solution

Built GovDebtFree Manager—a POC reference implementation where DebtWiseAI generates personalized debt resolution plans for citizen-facing, call center, and live chat consumption. Foundational legislation provisions were translated into functional components and orchestrated with native AI capabilities: AWS Lex, Bedrock knowledge agent, Bedrock Flows, Transcribe voice pipeline, and AWS Connect.

Federal financial reporting required weeks of multi-layered analyst coordination to compile comprehensive annual financial reports. Analysts spent the majority of their time wrangling data across siloed systems instead of doing interpretive, strategic work.

Solution

Architected TRORBOT—an agentic AI system enabling on-demand intelligent query across 25 years of historical financial data. The agent reasons simultaneously across PDF reports, structured financial data, and a dynamic RAG incorporating institutional knowledge, contextualizing performance against national events as they unfold—for example, the impacts of conflicts, natural disasters, and evolving shifts in federal and state policy.
